Councilnqember Pearson asked if the zoning has changed on this land. He explained one
gentleman was concerned that he was required to have brick fronting, curb and gutter, and nice
sod.

Community Development Director Frolik replied the .zoning is basically the same. The
architectural standards over th~ years have increased. If this applicant were to develop this
property they would have to put up a brick building. There is a provision that the property owner
has the right to apply for outdoor storage as a principal use for a certain amount of time.

Councihnember Pearson questioned if landscaping is required.

Community Development Director Frolik replied a surface to control dust would be required, and
there is currently crushed concrete.

Councilmember Cook noted this allows a use for the property until it is ready to be developed,
and it is better than having something put in that would have to be redeveloped in the future.

Councilmember Strommen commented it is her understanding that the applicant is planning to
build the facility on another site in the City of Ramsey, and this is a temporary solution.

Mayor Gamec suggested this be reviewed in a one year period.

Councilmember Kurak asked if there would be a charge to apply for the permit againin one year.'

Community Development Director Frolik replied the current rate is $600 to apply.

Councilmember Elvig inquired about the City's ability to know if there is anything hazardous
being stored on the site. '

Community Development Director Frolik replied the City works with the Anoka County
Environmental Department. If the City requests, the Envirom~nental Department will research the
business and what is kept in their trailers.

Mayor Gamec asked if Je~ry Streich has the authority to check the storage for flmm'nable
concerns.

Public Works Director Kapler responded in the affirmative.

Councilmember Kurak asked what the applicant does and what can be expected in the boxes.

Commun. ity Development Director Frolik replied as She understands, it is equipment that is used
on site, and when a project is finished it would come back to this site.

Motion by Councilmember Kurak, seconded by Councilmember Cook, to adoPt Resolution #04-
06-162 adopting Findings of Fact #0679 relating to an interim use permit request for outdoor
storage as a principal use on the subject property zoned E-1 Ernplo3(ment.

City Council/June 22, 2004

P87
