'Th4 second building expansion will happen on the western (rear) side of the building. This <br />expansion will 1,120 square feet and will be utilized for storage. The expanded building will <br />meet the 30-foot rear yard setback. <br /> <br />The TC-2 Commercial Zoning District requires a Floor Area Ratio (F.A.R) of 0.5. Since this <br />b. uilding was constructed under and met the B-3 regulations coupled with the fact that the site <br />plan is an addition to an existing use, Staff feels that it is not appropriate to apply the new F.A.R. <br />requirement to the development. It should be noted, however, that the expansion will increase <br />the square footage of the business which is consistent with the intent of the TC-2 Commercial <br />Zoning District. <br /> <br />The exterior building materials of the existing store consist of vinyl siding and coronado field <br />stone. These materials were approved by the City Council at the time of the original site plan <br />approval. The proposed additions will consiSt of the same material as the original building. <br /> <br />Staff does not feet that the Town Center Development Guidelines should apply to this request <br />since the expansion should match the existing building. However, Staff would recommend that <br />the Coronado field stone be extended farther down the southern elevation. Staff would also <br />recommend the addition of some windows along the southern elevation. <br /> <br />No additional parking stalls are required as part of the expansion due to the excess parking stalls <br />currently existing. <br /> <br />The site is serviced with an on-site septic and well system. Under the Development Permit for <br />the original store, the Applicant was required to hook up to municipal utilities once they are <br />available. City sewer and water will be installed within Armstrong Blvd. in the Fall of 2004. <br />Under the Development Permit, the Applicant will be required to hook up to municipal sewer <br />and water within two years of the services being available to the site. Staff will be contacting the <br />Applicant once the City utilities are installed to discuss hooking up to the City services. <br /> <br />The applicant will need to supply a drainage pta.n for the addition to show where the runoff will <br />be going. Staff will also be reviewing the 0dginal grading and drainage 'plan to ensure <br />compliance with the original plan. <br /> <br />The expansion will require the installation of two trees and six shrubs to be installed. A <br />landscaping plan meeting these standards must be supplied to the City. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval contingent upon compliance with City Staff review <br />letter dated July 30, 2004. <br /> <br />64 <br /> <br /> <br />
