We offer the following comments: <br /> <br />General: The plan proposes to construct an addition of 1,960 square feet to the 3,200 square foot off- <br />sale liquor store on the property generally located at 14590 Armstrong Blvd. <br /> <br />Zoning: The site is zoned TC-2 Commercial, off-sale liquor is a permitted use. <br /> <br />Lot Coverage: The TC~2 Commercial Zoning District requires a Floor Area Ratio (F,A.R) of 0.5. Since <br />this building was constructed under and met the B-3 regulations coupled with the site plan is an addition <br />to an existing use, Staff feels that it is not appropriate to apply the new F.A.R. requirement to the <br />development. [t should be noted, however, that the expansion will increase tile square footage of the <br />business which is consistent with the intent of the TC-2 Commercial Zoning District. <br /> <br />Utilities: The ~ite is serviced with an on-site septic and well system. Under the Development Permit for <br />rl~e original store, you will be required to hook up to municipal utilities once they are available. Please <br />be advised that City sewer and water will be installed within Armstrong Blvd. in the Fall of 2004. Under <br />the Development Perm/t, you are required to hook up ro municipal sewer and Water vcithin'cwo years of <br />the services being available to the site. Under the agreement, you have also a~eed to be assessed, for the <br />improvements. Staff will be contacting you once the CiW utilities are installed to discuss hooking up to <br />the City services. <br /> <br />Setbaclcs: The existing facility is located in the TC-2 Commercial Zoning District which allows for <br />zero-lot line setbacks. The expansion will locate the southern edge or' the building to eight inches of the <br />lot line. This complies with the TC-2 Zoning regulations. It should be noted that there may be special <br />requirements contained within the State Building Code that will need to be complied with to locate the <br />building near the lot line. Please contact Mick Kaehler, Building Official at (763) 433-9849 for <br />additional in~brmation. <br /> <br />Architectural Standards: The exterior building materials of the existing store consist of vinyl siding <br />and ct~ronado field stone. These materials were approved by the City Council at the time of the original <br />site plan approval.
