CASE #: g <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF <br />TOWN CENTER GARDENS 3ar~ ADDITION; <br />CASE OF BRIGHTKEYS INC. <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Brightkeys has applied for sketch plan review of Town Center Gardens 3rd Addition, the third <br />phase of Town Center gardens. The whole development site is 51.91 acres. The property <br />proposed to be developed in this phase is approximately 21.99 acres in size, and is generally <br />located on Bunker Lake Blvd at Ramsey Blvd. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated July 30, 2004 <br /> <br />Notification: <br /> <br />In accordance with City Code residents within 700 feet were notified of the sketch plan. <br /> <br />Observations: <br /> <br />The sketch plan of Town Center Gardens 3rd Addition proposes a total of 196 townhomes (128 <br />units in 16 eight-unit buildings, 36 units in 6 six-unit buildings, and 32 units in 8 four-unit <br />buildings). As proposed, the project would have a density of 8.9 units per acre. This is above the <br />permitted density in the R-2 zoning district, which is 7 units per acre (net). A comprehensive <br />plan amendment and a rezoning would be required to achieve the proposed level of.density. Staff <br />and the applicant have had discussions regarding the possibility of rezoning this land to TC-4a in <br />order to be consistent with the Town Center property to the west. The TC-4a District allows <br />residential density up to 10 units per acre. <br /> <br />It should also be noted that the boundaries of the current addition are unclear; this will need to be <br />revised on subsequent plans, and may affect the overall density on the ske. The sketch plan is <br />showing several apartment buildings in the northwest comer of the site; revised plans need to <br />indicate more clearly if this is part of the current phase or a future phase. The proposed <br />development will also need to go through site plan review, most likely at the preliminary plat <br />stage. <br /> <br />The sketch plan is proposing to construct a combination of public and private streets throughout <br />the development, similar to the streets that were approved with the first two phases of Town <br />Center Gardens. Driveways are shown to be a minimum of 25' in length, which complies With <br />City Code. A mix of 24- and 28-foot private streets is shown for internal circulation on the site. <br />No parking would be permitted on 24-foot streets, while parking would be permitted on one side <br />of 2g-thor streets. <br /> <br />The sketch plan is showing a 30-fbot setback from all buildings to the exterior boundary lines, <br />which complies with the R-2 zoning district. The plan is also showing a 25-foot separation <br /> <br />89 <br /> <br /> <br />
