UNIT <br /> <br />~he intent of this district is to provide a district which will <br />encourage: <br /> 1. Flexibility in land development in order to make bet- <br /> ter use of new techniques in building design and oon- <br /> struction and land development; <br /> 2. ~he provision on housing affordable to all income groups; <br /> 3. Energy conservation through the use of more efficient <br /> building designs and through the clustering of buildings <br /> and land uses; <br /> 4. Preservation of desireable land characteristics and open <br /> space and protection of sensit/ve enviror~ental features <br /> such as steep slopes, poor soils and trees; <br /> 5. More effective and efficient use of land, open space and <br /> public facilities through the mixing of land uses and as- <br /> sembly and develo~ent of land in larger parcels! and <br /> 6. A high quality of design and design compatible with sur- <br /> rounding land uses, both existing and planned. <br /> <br />Every proposal presented to the City for rezoning to Planned Unit <br />Development District shall be accompanied by a preliminary site <br />plan as provided in Section of this chapter. The City <br />shall consider the following criteria and objectives in <br />processing the application for rezoning to Planned Unit <br />Develounent District: <br /> <br />1. That the proposal shall provide for a wider range of <br /> housing types, price ranges and styles than could be <br /> acoomplished under existing zoning; <br />2. ]hat the proposal shall provide amenities and facilities <br /> and open spaces greater than the minimu~ requirements of <br /> existing zoning; <br />3. That the proposed development is oompatible with the pur- <br /> poses and intents of this chapter and the (k~prehensive <br /> Plan, specifically residential density requirements. <br /> H~ever, an increase in density may be allowed under the <br /> following conditions, provided that traffic patterns will <br /> not be adversely affected and that public facilities are <br /> adequate: <br /> a. For undeveloped common open space, a maximum <br /> increase of five percent; and <br /> b. For distinctiveness and excellence in siting, <br /> design and landscaping, a maximum increase of <br /> five percent. <br />4. That the proposal shall exercise no substantial detrimental <br /> influence on the market value of surrounding properties; <br />5. ~at the proposal shall show a favorable economic impact <br /> on the oom~m~ity at large; <br />6. That the proposal shall in no way be detrimental to the <br /> enviror~ent. Scenic aspects and natural features shall <br /> be protected and preserved to the greatest extent possible; <br /> <br />I-1 <br /> <br /> <br />
