I Motion by Oouncil~be~ COx and seconded ~ Comcil~ber l~eimann directing City St-_ff to p~e]~re a letter to County ~issioner ~ and the County Board of Rewiew requesting that they re;Jew Ramsey's Board of Revie~ action regarding property valuations for oertain Ramsey businesses and support that action; further, to request that the procedure in whic~ this matter reached the State Board of ~ualization be researched and a determination be made as to it's appropriateness. Motion carried. Voting Yes: Mayor Heitman, Opuncilm~bers Sorteberg, Cox, R~imann and Schlueter. Voting No: None. C~ete Unfinished Council Business Fr~r Gouncil Meetin~ Of AuGust 27. 1985: A. ~.rOpO;~__l For nnr~fill ImDact On Market Values - Mayor Reit~an brought up the follcming ooncerns with the ~xoposal for a Landfill Impact On Market Values Study: Section I.A should include the criteria for determination; Section I.C implies that the prel~rer of the study should have expertise in geology and hydrol(xjy; Section II.A should have included sc~e other cities that also host landfills; Section II.A should have called for a broader base of residential since 85% of Ramsey's tax bsse is residential; Section II.D concentrates on oo~meri~ and should include residential. In sum~%t~y, Mayor Reitman stated that the study cannot be clear and concise without spelling out the criteria. A~ Hoc 5m~dfill Committee m~ber A1 Pearson was p~esent and stated that there is sc~e conflict regarding whether or not the landfill has affected property values and saleability; the intention is to get an official, objective study of the issue. Gouncilme~ber Sorteberg stated that he doem't think including other cities in the study would make for a valid comparison; the comparisons should be restricted to properties within the City. Mayor Heitman stated that it is obvious that a lot of effort was put into the Ixoposal, but if it is apprcwed and bids ~ in, be will review the bids in terms of data offered rather than lowest bid. Ad Hoc Landfill Gc~ittee m~ber Fo~tain and Mr. Schnelle suggested approving the l~OpoSal as written; if no bids oome in, the proposal can be modified to be more specific.
