Berg's letter of <br />resignation refers to ~earable pressure received fr~r Oouncilmsrber (Mx. <br />Gouncilmerber (Dx stated that he spends ~o time at City Hall other than at <br />Gouncil meet/ngs and his only intent in questioning people is to uphold <br />accountability to the taxpayers. (Duncilmerber (Dx stated that he believes <br />there are questionable areas with respect to Mr. Berg's omT~nsatory and <br />vacation time and there are so~e lmrticular dates he would like verified prior <br />to adopting a resolution. Oooncilmember Gox noted that this resignation, and <br />Mr. Schnelle's resignation, were fresh items h~ought to Cot~cil and Council did <br />not have any time to review the aspects of the resolutions. Cot~cilme~ber Cox <br />stated that he is requesting an audit of the dates and values specified in the <br />resolution regarding Mr. Berg's resignation; the proposed resolution was <br />oertified by the City's Finance Offioer, but he is a mew e~plcyee and not sure <br />of the r~ifications of that person's certification. Mayor ~eitman stated that <br />he is concerned with Iter %6 of the proposed resolution (City will not <br />mometarily compem-ate Mr. Berg for compensatory time earned between 9-17-85 and <br />10-4-85). Mayor Beitman stated that he has no prohler o~pensating Mr. Berg as <br />stated in the resolution if an audit proves the figures and dates to be <br />accurate and City ordinanoe supports the accumulation of that time. Mayor <br />Heitman stated that a~mther ooncern to him is whether or mot the prooedure for <br />disbursement specified in the resolution is the most beneficial procedure frc~ <br />the City's standpoint. Councilme~ber (Dx inquired if the Personnel __Germ_. ittee <br />has reviewed the lxoposed resolution. Go~cilme~ber Reimann replied that the <br />Personnel (Dmmittee has not reviewed the resolution; stated he has no probler <br />with the resolution as presented and if ~ted information is s;,~mitted to <br />change what is specified in the resolution Ixior to Mr. Berg's leaving emplc~y <br />with Ramsey, the terms in the resolution can be adjusted. Com~cilme~ber COx <br />stated that Councilme~ber Reimann's suggestion is putting the cart before the <br />horse. Councilmember Reimann stated that he can' t ~.~ how the dates and <br />figures in the resolution can be changed unless CouncLlme~ber Gox has something <br />that he has not seen. Mayor Heitman stated that he would adopt the resolution <br />pending an audit of dates and figures; should the City go to an outside audit? <br />Com%cilmember Reimann stated that an audit will not lxove anything unless <br />someone has some inforsmtion that should be brought forward; in the meantime, <br />this resolution should take it's course. Mr. Berg stated that if Com~cilme~ber <br />(Mx has something to ~,h~it, he should do it now. (D~u~cilme~ber Gox noted that <br />he has received a letter fr~m Mr. Berg requesting that matters concerning him <br />not be addressed at the (Muncil Feetings. (k)~cil~ember COx stated that as a <br />representative of the taxpayers he should have the c~ortumity to review the <br />aspects of the resolution. Mr. Berg agreed with Com%cilme~ber (]ox' right to <br />review his l~yroll reoords. Mayor Heitman stated that he wants the <br />disbursement method to be in the best interest of the City. Mr. Berg stated <br />that his vacation earmed is legitimate and he should have the option to take it <br />in the manner he desires. Mayor l{eitman inquired if it isn't aPiXolxiate for <br />the City to pay it in the manner the City chooses. Mr. Berg stated that the <br />City does have that option as long as ordinances are not violated. <br /> <br />Motion by Mayor ~eitman to amen~ the motion to include that disbursement of <br />those items specified in the resolution will be in a manner that is in <br /> Sept~ber 17, 1985 <br /> <br />Page 5 of 11 <br /> <br /> <br />
