Gat the Applicant appeared before the Planning and Zoning C_~n~ission for a <br />public hearing pursuant to City Ordinance on October 1, 198~. ~at said public <br />hearing was lxoperly advertised and minutes of that public hearing are hereby <br />incorporated by reference. <br /> <br />3. ~at the subject ~xoperty is legally described as follows: <br /> <br />That part of Govermrent Lot 1, Section 1, Township 32, Range 25 in Anoka <br />County, Minnesota described as follows: <br /> <br />Beginning at a point on the east line of said Government Lot 1 a distance <br />of 1235.92 feet south of the intersection of the east line of the Northeast <br />Quarter of the Northeast Quarter of said Section I and the center line of <br />County State Aid Highway No. 7 as it is now laid out and travelled; then <br />south 89 degrees 13 minutes 51 seconds west a distance of 199.26 feet; then <br />south (assu~ed bearing) and parallel with the east line of said Government <br />Lot i a distance of 251.19 feet; then north 77 degrees 03 minutes 57 <br />seconds east a distance of 40.47 feet; then north 86 degrees 07 minutes 57 <br />seconds east a distance of 160.16 feet to the east line of said Government <br />Lot 1; then north on said east line a distance of 234.00 feet to the point <br />of beginnir~ (subject to easements for road purposes over the south 33 feet <br />thereof and over the east 33 feet thereof and also subject to a power <br />easement o~er the ~orth 75 feet thereof according to the U.S. Government <br />survey thereof). <br /> <br />4. That the subject [xoperty is located within the R-1 Residential district <br />and is approximately 1.1 acres in size. <br /> <br />5. That the Standards for Consideration are as follows~ <br /> <br />a. ~hat the p~operty is zoned R-1 ~stdential and beauty salons are not a <br /> permitted use in this zone; <br /> <br />b. ~hat the adjoining p~operty is either residential or public parkland in <br /> nature; <br /> <br />c. That there are other similar uses, a beauty salon in a residence, <br /> within at least 3 miles of the subject ~xoperty. <br /> <br />d. ~hat the [xoposed use will not create an increase in the traffic flow <br /> to and fr~r the p~ises; and <br /> <br />e. ~hat the lxoposed use will not be dan~rous o~ otherwise detrimental to <br /> persons residin~ in the vicinity of the use, o~ to the public welfare, <br /> and the [xoposed use will not substantially impair the use, enjoyment <br /> or value o~ a~ pzoperty. <br /> <br /> <br />
