Minnesota, Inc. <br />dba <br /> Anoka Landfill <br /> <br /> 3anuary I - 3une 30, 198.~ <br /> <br />The licensee will construct, operate~ and maintain the facility in accordance with the <br />engineering reports dated May 1971 and 3une 1972 and plans dated April 28, 1977~ <br />April 6~ 1978, March 9~ 1982, and August 29, 1982. <br /> <br />The licensee shall conduct a water monitoring program as set forth in the <br />Department's policy statement "Procedures for Landfill Water Monitoring." <br /> <br />The licensee shall not conduct operations on the far west side of the landfill between <br />May I and September 30 except that operation which is more than ~00 feet from the <br />west property line may be allowed, provided the licensee effectively controls and <br />prevents nuisances, tn the event that the licensee fails to effectively control and <br />prevent nuisances~ the Department may summarily suspend that portion of the license <br />which allows operations on the far west side of the landfill. <br /> <br />If sufficient turf iS not established this summer on terminated areas, the licensee shall <br />reseed these areas by September Is 19gq. <br /> <br />The licensee will prevent the soil migration of combustible gas or vapors onto adjacent <br />properties and will conduct monitoring consisting of at least the following: <br /> <br />a. Semi-weekly methane measurements at the property line gas monitoring probes. <br /> <br />be <br /> <br />Daily inspection of the operation of the venting system to insure its proper <br />operation. <br /> <br />de <br /> <br />Recording of all gas measurements, venting system inspection results, service <br />and maintenance activities, and operating problems in a gas monitoring log; a <br />copy of which will be submitted to the Department with the monthly operating <br />report. <br /> <br />Prompt notification of the county whenever: 1) the methane concentration at <br />any property line probe equals or exceeds 1%; or 2) the methane venting systems <br />or portion thereof, has been or will be out of service for more than 12 hours <br />(exclusive of normal weekend down time). <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
