This <br />monitoring to include all U.S.E.P.A. priority pollutants in the 3uly sampling event. At <br />the other three sampling events during the license year analysis tor metals and volatile <br />organics at Wells IA, 2A, 7, and g shall be done. <br /> <br />An additional well shall be installed down gradient from Wells IA and S (approximately <br />500 leer northeast o! ~/ell 2/~ along the S60 ground water elevation) by September 30, <br />1984, and sampled as set forth above. <br /> <br />Water level measurements shall be taken and recorded, at the time o! each sampling <br />event, trom all monitoring wells and piezometers. <br /> <br />The licensee shall terminate the east end of the fill subject to the following schedule: <br /> <br />Provide soils analysis and identification of the soils to be used, or <br />specifications, by November 30, 198t~. <br />Apply final earthen cover by 3uno 1, 1985. <br />Complete the seeding by 3uno 15, 1985. <br /> <br />blending <br /> <br />The licensee shall comply with the closure/post closure plan dated December 1983 and <br />revised on May 16 and November 21, 1984 and as amended by the County Board on <br />December 18, 1984. <br /> <br />The licensee shall provide financial assurance for site operation, closure work (as set <br />forth in Section V, subsection 5.A, B, C, D, E, F, G, H, 1, 3, L, and M of the Solid <br />Waste Ordinance), surface drainage control, and closure period final cover and turf <br />maintenance now by performance bond in the amount of $3:~0,000. <br /> <br />The licensee shall provide financial assurance for other closure period needs, not <br />included in item 11 above, and post closure period needs as set forth in Section !I, <br />subsection 8. B. (I) of the Solid Waste Ordinance and that this financial assurance be <br />financed at the rate of $.50/compacted gate yard and $.35/loose or uncompacted gate <br />yard of solid waste received. This financial assurance shall be provided and amended <br />quarterly, based upon an estimate acceptable to the Department, of the amount of <br />solid waste to be received during the quarter. Replacement.letters of credit shall be <br />submitted to the Department by the last day of the first month of each calendar <br />quarter (3anuary, April, 3uly, and October). Said replacement letters of credit shall <br />include: correction of the financial assurance, based on actual receipts, lor the <br />preceding quarter; an estimate of the quantity of solid waste to be received during the <br />present quarter; and the additional estimated financial assurance tor the present <br />quarter. <br /> <br />The licensee shall prepare, and submit to the Department by November 30, 198tt, a <br />preliminary report assessing the extent of leachate migration by resistivity testing and <br />work plan, acceptable to the Department, for complete assessment of the leachate <br />migration. The work plan may be modified as necessary with approval of the <br />Department. The licensee shall perform the work in accordance with requirements of <br />the approved work plan. Said complete assessment shall be submitted to the <br />Department no later than 3uno 30, 1985. <br /> <br />The licensee shall prepare, and submit to the Department by November 30, 198% a <br />preliminary report assessing deep aquifer monitoring needs. ^ deep aquifer monitoring <br />plan shall be submitted to the Department no later than 3uae 30, 1985. <br /> <br /> <br />
