MINUTES <br />Environmental Serv[ces Committee <br />December 6, <br />Page 5 <br /> <br />3. The following waiver of the ordinance requirements for this plan <br /> be approved: <br /> <br />Publication of notice of closing be limited to the Minneapolis <br />Star and Anoka Union Shopper because the majority of the <br />individuals using the site are from the area served by the <br />Anoka Union Shopper and the remaining customer~ are ~erved <br />by the Minneapolis Star. <br /> <br />Acceptance of the operational/closure financial assurance in the <br />amount of $3~0,000 by performance bond. <br /> <br />Approval of Waste Management's plan to provide closure period <br />site monitoring and post closure period site maintenance and <br />monitoring financial assurance by irrevocable letter of credit <br />from Security Pacific National Bank, subject to review, <br />modification, and approval by the County Attorney as to form and <br />legality. <br /> <br />6. The license issued to ~/aste Management of Minnesota, Inc. for <br /> the operation of the Anoka Landfill be amended to: <br /> <br />a. Extend from 3anuary I - :lune 30, 1985. <br /> <br />b. Include as a condition of this extended license the conditions <br /> set forth in Exhibit 6. <br /> <br />Staff shall notify the licensees, local governing body, and site property <br />owners of the Committee, Health Board, and County Board action <br />concerning these plans and financial assurance. <br /> <br />Motion carried. <br /> <br />Mobile Home Parks and CampRrounds <br /> <br />Staff presented the request of the Minnesota Department of Health that <br />the County consider assuming the responsibility for the licensing and <br />inspection of mobile home parks, recreational campgrounds and children's <br />camps. Motion was made by Haas and seconded by E]we]l to recommend <br />that the County not accept the licensing and inspection program for mobile <br />home parks, children's camps, and recreational vehicle campgrounds since <br />the County does not have the necessary staffing or financial resources. <br />Motion carried. <br /> <br />Informational <br /> <br />A brief presentation was provided by 1~aste Management of Minnesota and <br />Hichock & Associates concerning the groundwater monitoring and hydro- <br /> <br /> <br />
