I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Donald L, Otter <br />Oeneral ~nager of Landfills <br />Omega Hills Landfill <br />Decca, bet ?. 1qB4 <br />Pa~e 2 <br /> <br />An mccess road originating from the existing South Borrow Area, will be <br />constructed during the initial development within the South 80 Borrow Area. <br />This access road will preclude the movement of heavy earthmoving equipment on <br />Sunfish L~ke Blvd. An on-site water truck will be used to water the access road <br />as needed during mining activities %o keep do~ dust due to equipment use. <br /> <br />Mining in the South B0 Borrow Area will begin in Phase I in the north central <br />portion of the site and progress to the west as shown on Drawing No. <br />13647.58E-2. Topsoil stripped from this phase will be stockpiled on existing <br />stockpiles in the vicinity of the Anoka Sanitary Landfill. Soil will then be <br />removed from Phase ! on an as needed basis until the base grade elevation has <br />been attained. All side slopes within Phase I, both final and temporary, have <br />been specified at a maximum of 4:1. <br /> <br />Phase II construction will begin with topsoil stripping. Stripped topsoil will <br />be placed on top of the area excavated in Phase I that will not be disturbed <br />during subsequent phase construction. The topsoiled a~ea will then be graded, <br />seeded, and fertilized to promote turf development, and thereby minimize surface <br />and wind erosion. Soil from Phase II will then be removed on an as needed basis <br />until the base grade elevation has been reached, maintaining maximum side slopes <br />of ~:1. <br /> <br />Subsequent phases will be developed in the same fashion. Topsoil needed to <br />restore Phase X will be obtained from existing stockpiles in the South Borrow <br />Area. <br /> <br />SOIL VOLUME AVAILABLE <br /> <br />With a minimum base grade elevation of 867 feet, 673,000 cubic yards of ~eneral <br />earth fill including topsoil can be removed from the South B0 Borrow Area. <br />Considering that 26,000 cubic yards of topsoil will be used to restore the <br />borrow area, a total of 647,000 cubic yards of general earth fill are available <br />for borrow. <br /> <br />DRI~I N AGE <br /> <br />Natural berms developed as part of the mining process around the entire South <br />80 Borrow Area will prevent off-site drainage from occurring. These terms will <br />~ontain surface ~unoff within the borrow area and not allow runoff to flow into <br />the wetlands adjacent to the site. Due to the coarse, well drained nature of <br />the soils in the South 80 Borrow Area, surface ~unoff will rapidly infiltrate <br />through the soils, therefore minimizing any ponding both during excavation and <br />after restoration. <br /> <br /> <br />
