Fountain stated that he also is <br />requesting Council reseir~ ~eir deeisio~ to not o~r~uet a public hearing <br />regarding the permit ~quest ar~ that a public bearing be oor~ucted in <br />Pebruary baseO on the following: <br /> <br />1. An undoc~nented inability of the present operation site to meet <br /> operation requirements for Gover material. <br /> <br />2. Lack of information c~ncerning Gontinued and future plans of Waste <br /> [lanagement's operation within the City. <br /> <br />3. What impact will the minirg operation have on the c~n~unity and <br /> enviror~ent? <br /> <br />4. Inconsistencies in Don Otter's re~arks made at the l~r 4, 1984 <br /> Planning and Zoning l~:c~tirK3. <br /> <br />Sheila Morgan - Stated she talked to ~rry Miller and be told her that the <br />permit is needed for Site P; that it would open the door for Site P to oome <br />in; they don't need the Gover material now, just a ~1 ~ount at the end; <br />the c~ver material is mainly intended for Site P. <br /> <br />Douglas Fountain - Stated that these statements r~c~fl to be addressed at a <br />public bearing so Council can act in an appropriately informed manner. Mr. <br />Fountain referred to Opuncil minutes of April 30, 1975 in which Mr. Arnie Coz <br />stated that it is time for acoountahility and credibility to cx)n~ back to <br />government and people deserve answers. Mr. Fountain referred to an article in <br />the Union on October 25, 1984 in which Mr. A1 .Sorteberg cx~nm~_nted that there <br />are 10,000 people in the City of Ramsey and 200 people ~owing up at a public <br />hearin9 does not Gonstitute the majority; and that Council has to act in the <br />best interest of all the people, not just a lm%ll group. Mr. Fountain <br />referred to Pay 7, 1980 Council minutes in which Mr. Cox stated that if the <br />landfill is not run properly it oould ruin the entire City. Mr. Fountain <br />referred to December 4, 1984 Planning and Zoning minutes in which Mr. Otter <br />explained that fill material for the subject property (~ould be r~ until <br />the year 2005; Mr. Fountain stated that this Gould hardly be oonstrued as <br />t~mporary. Mr. Fountain referred to April 30, 1984 Union publication in whict~ <br />it states that Waste Manager prolx)ses to bu7 the property to operate as a <br />landfill. Mr. Fountain stated that it is inGonceivable that a public hearing <br />Gould alter the sale and purchase desireability for Waste Management; if they <br />want the property, it will still be a good deal t~o or three months from flow. <br />If a public bearing is not oonducted, Oouncil should deny Waste Management's <br />request for a mining permit. <br /> <br />~qyor ~ requested that Mr. Fountain expound on his remark that the site is <br />not bei~ operated properly. <br /> <br />Mr. Fountain replied that it ~)uk] be operated much better; Waste i%~nagement <br />has b~en site ,~r~ times by this Council for not ac~ering to Anoka County <br />Ordinances regarding their operation.
