particular when citizen oomplained of ~auseous odor frc~ landfill, Mayor Gamec <br />i~vestigated the issue and found an open trench containing the material <br />causing the odor. <br /> <br />Mayor Gamec stated that these concerned residents should be making statements <br />to the County; the County regulates the landfill and over the past years this <br />City's Council has worked harder on this issue than any other issue. <br />County has told us that Waste Management is operating properly. ~he only <br />persons that have approached the County are Erika Sitz and Marilyn Gallagher. <br />People should be oc~plaining at the County level; the County is the one that <br />issues the landfill permits. Mayor Gamec also ocrc~ented that County <br />Con~ission Natalie Baas is supportive of Ramsey's ooncerns. ]~e also stated <br />that the County will own Site P if it goes. <br /> <br />Mr. Fountain stated that the citizens of this oo~munity have been at fault in <br />that they have been badgering City Council rather than the County Board; but <br />we will approach the County in the future. <br /> <br />Mayor Gamec stated that whether or not a decision is made tonight regarding <br />the mining permit request, sale of the property must be oompleted by December <br />31, 1984; if not, the o~ntract agre~m~nt is void. <br /> <br />Mr. Fountain stated that he is aware that the agreement beb~een Anoka, Ramsey <br />and Waste Management must be oonctuded k5, the end of the year but he does not <br />believe that it precludes extending it for a oouple of months; ~ months fr~m <br />now the deal will be as good as it is now. Mr. Fountain then inquired what <br />the advantage would be to Waste Management in owning Site P if it is selected. <br /> <br />Mayor Gamec replied that until that happens, we will not know what the <br />advantage is. <br /> <br />Mr. Fountain repeated his request that a public hearing be conducted regarding <br />the mining permit; that he is not implying there is objection to it, but the <br />citizens and Council should have more information in order to make an <br />appropriate decision. <br /> <br />Gouncilmeuber Schlueter referred to the requirement that the moratorium on the <br />property must be lifted by the County and Metro Council and stated that Waste <br />Management should approach those agencies prior to applying for the mining <br />permit; that it se~ms as though Waste Management is putting the horse before <br />the cart. <br /> <br />Mayor Gamec replied that the County and Metro Council needs a reoo~tion <br />from the local unit of government before lifting the moratorium. <br /> <br />Jerry Sevick - Professional Engineer - Foth & Van Dyke - Green Bay, Wisconsin - <br />Stated that his firm has prepared for Waste Management a ~hased approach to <br />the development and restoration of the South 80 Borrow Area. ~Ihis development <br />plan will: <br /> <br />1. Maximize screening. <br />2. Minimize area disturbed during construction activity. <br />3. Provide an orderly phased approach to mining and restoration of the <br /> facility itself. <br /> <br /> <br />
