Pig: <br /> <br />Mayor and Oouncilmembers <br /> <br />City Administrator <br /> <br />League of Cities 1985 Proposed Policies and Priorities for 1985 <br />Legislative Session <br /> <br />1) Government Structures and General Legislation - ~e following comments are <br />hereby submitted on the it~ns oontained in this category: <br /> <br />a) <br /> <br />GSGL-I: Open Meeting Law, Priority 'A" - I agree with the League <br />Committee's recon~nendations, as the present law does not make sense in <br />this area. I ooncur with the rating of priority <br /> <br />b) <br /> <br />GSGL-2: Absentee Balloting, Priority "A' and GSGL-4 Towing of <br />Abandoned Vehicles, Priority "B" - I would recommend that the <br />abandoned vehicle issue be given a priority "A", as this can be a real <br />problem. ~3ne absentee balloting issue is being satisfactorily handled <br />now, but their proposal would improve the process. Consequently, I <br />would recommend that the rating for absentee balloting be reduced to a <br />priority <br /> <br />c) <br /> <br />GSGL-6: Mandates, Priority "B" - I understand where the League is <br />coming from on this issue, but I don't think we really want the <br />legislators to even think about getting into the roll of financing <br />mandates, as it could be just another step in removing local <br />government from the issue if the State starts funding mandates. My <br />reoommendation is to leave this item out of this category.. <br /> <br />d) I basically concur with all the other items contained in Government <br /> Structure and General Legislation. <br /> <br />2) Personnel and Public Safety - ~e following comments are hereby submitted <br />on the items contained in this category: <br /> <br />a) <br /> <br />PPS-4: Retiree Health Benefits, Priority "B" - I concur with the <br />League's thoughts on this item. I think that this issue has to be <br />watched very carefully and if it does become an issue we should be up- <br />to-date on it. <br /> <br />b) <br /> <br />PPS-5: Veterans Preference and Military Leave, Priority "B" - I <br />myself have never used Veterans Preference and never would use it. <br />IHowever, I do feel that these veterans are deserving of the benefits <br />it offers to them. Consequently, I don't agree with the League <br />Oon~ni ttee' s position. <br /> <br />c) <br /> <br />PPS-10: Modifications to the State Building Code, Priority "B" - I <br />don't agree with the League on this item and it sounds like double <br />talk to me. I think if the State Building Code is good for Ramsey, <br />then it has to be good for Warroad, Minnesota. I recommend that we <br />oppose the League here. <br /> <br />d) I basically concur with the League Committee's recommendations on the <br /> rest of the it~ns in this category. <br /> <br /> <br />
