3) Land Use, Energy, Environment and Transportation - The following comments <br />are hereby submitted on the it~ns oontained in this category: <br /> <br />LUEE~-8: Planning and Zoning Law Changes, Priority "B' - ! don't <br />really agree with the League here in regards to the supermajority <br />(2/3) vote to amend a zoning ordinance, as that is not all that bad. <br />However, I'm not opposed to their recommendation to have the <br />legislature create a oo~;nittee to study it. <br /> <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />b) I don't have too many problems with the other items in this category. <br /> <br />4) Develol~nent Strategies - The following is hereby submitted on the items <br />oontained in this category: <br /> <br />7his whole category is quite oomplex and unless you are directly involved <br />with a project, you really don't know the shortcomings of any of these <br />items. At this time we have not been involved with industrial revenue <br />bonds since the law has been changed on how you go about acquiring an IRB. <br />~his is also true with the rest of the items. <br /> <br />One would asstm]e that the League Co~nittee is working for the good of all <br />Cities, but we know from past experience that that is not necessarily <br />true. I have no recommendation here. <br /> <br />5) Revenue Sources - ~he following is hereby submitted on the items contained <br />in this category: <br /> <br />a) <br /> <br />RS-2: Property Tax Reform, Priority "A' - ~here definitely has to be <br />oorrection made in the property tax and when reading RS-2, its really <br />hard to say what they are supporting in regards to property tax <br />reform. I do think the IR's have the best approach on this issue. <br /> <br />State local government aid is now a very major issue, as it is a major <br />source of revenue to many con~nunities who have done extremely well by <br />it due to a fallacy law distributing LGS. However, last year we did <br />manage to get legislation through to correct our population which <br />resulted in lost dollars. Now, we need legislation to correct the <br />other inequities in the law and the new proposed law will do this down <br />the pike, providing it is p~ssed in its present form. We have to bird <br />dog this all the way through and trust no one. <br /> <br />b) I basically concur with the League Con~ttee on the rest of the items <br /> in this category. <br /> <br />6) Federal Legislation- The following is hereby submitted on the items in <br />this category: <br /> <br />a) <br /> <br />FL-I: General Revenue Sharing - If we are going to have Federal <br />programs, this is by far the best one for Cities like Ramsey. The <br />present Administration like oo~munity develoI~nent block grants which <br />don't really help Ramsey or Cities like us. We should support revenue <br />sharing. <br /> <br />b) FL-2: Municipal Bonds - I concur with the League here. <br /> <br />c) <br /> <br />I basically o0ncur with the League on the remaining items except for <br />FL-6. Here I have a serious problem, as I think we have a duplication <br />of educating the unemployed. I agree that there are situations where <br />this type of a oost may be needed, but I don't think we even reach <br />those people through this program. <br /> <br /> <br />
