These costs are expressed in current <br />dollars based on the Engineering News Record (ENR) Construction <br />Cost Index of 4160 for May 31, 1984. This index is adjusted <br />weekly to reflect changes in labor and materials and can be used <br />to adjust the estimated costs. <br /> <br />METHOD OF PAYMENT AND SUMMARY OF COSTS <br /> <br />In accordance with the City's assessment ordinance, it is <br />recommended to assess the storm drainage improvements on a net <br />area basis. As recommended in the City's Comprehensive Storm <br />Drainage Plan, commercial and industrial zoned areas would pay 1.6 <br />times the amount assessed for residential zoned properties. <br /> <br /> <br />
