Under the new Minnesota Department of Natural Resources <br />regulations, wetlands must be protected from development. It was <br />assumed that wetlands, when deeded to the City, would not be <br />assessed. This policy is included in the proposed assessment <br />ordinance. Therefore, the cost of purchasing wetlands was deleted <br />from the total cost of the drainage facilities. By deleting the <br />wetlands cost, reducing pipe sizes and adjusting the drainage <br />improvement costs in the City's Comprehensive Drainage Plan for <br />inflation, the area charge for trunk drainage improvement on <br />commercial/industrial property is $1,263.24 per acre and the cost <br />for residential property is $784.08 per acre in Drainage District <br />Forty-Three. The trunk area charges are essentially based on <br />completing the improvements as shown in Figure 16d of the City's <br />Comprehensive Storm Drainage Plan with the exception of the ditch <br />in FT10. Due to the high elevation of pond B, pond C will have <br />to be connected to pond A with a storm sewer. It is also pro- <br />posed to utilize the wetlands in FT5,6,7,8 and 9 for detention <br />basins. <br /> <br />The following table summarizes the financing of the proposed storm <br />drainage facilities: <br /> <br /> <br />
