Centers <br /> Chemical Depenaency Services <br /> <br /> City of Ramsey - '"---/ January 18,1985 <br /> c/o Lloyd Schnelle <br /> 15153 Nowthen Blvd. · <br /> Ramsey, Mn. 55303 .- <br /> <br /> Dear Mr. Schnelle: <br /> <br />Reference is made to your correspondence of January 10, 1985 concerning <br />the typing of our landfill inspection reports. <br /> <br />Our inspection policy requires that the inspection report be: 1) prepared <br />at the time of the inspection; 2) discussed with the operator; and 3) <br />signed by the operator (acknowledgment of receipt). This policy was es- <br />tablished to accomplish the following needs: 1) preparation of a more <br />complete report while the inspection details were fresh; 2) improved com- <br />munication with and understanding by the operator of the deficiencies <br />noted and the needed corrective action; 3) the immediate initiation of <br />corrective action; 4) provide a written record of notification and service <br />on the operator; and 5) reduce the costs of the inspection program. <br /> <br />The typing of these inspection reports would not serve any practical purpose <br />in the conduct of the landfill inspection program. It would, however, in- <br />crease our inspectional costs and cause delay in serving notice on the site <br />operator. For these reasons we do not feel that it is practical to type <br />these reports.
