Main Street Anoka, Minnesota 55303 Re: City of Ramsej~'~ Dear Mr. ~F/ich,~~ I understand that the City of Ramsey is Metropolilan Council 300 Melro Square Building Sevenlh and Robert St~e6~ St. Paul, Minnesota lelephone [6'12) February 7, 1985 considering a request by Waste Management, Inc. that the city issue a local conditional use permit for certain mining activities proposed for the area located immediately adjacent to and south of the existing sanitary landfill within the City. The proposed mining activities would consist of the removal of soils from the adjacent area for use as cover material in connection with the landfill operation, followed by restorative work, seeding, etc. The Council's interest in this request arises out of the status of the proposed mining area as a candidate landfill site within the metropolitan inventory, established pursuant to Minn. Stat. 473.149, subd. 2b (1984). Accordingly, the area is burdened by the metropolitan development limitation. Development of the site for mining purposes cannot occur without abrogation of the development limitation by Anoka County and the Metropolitan Council. Minn. Stat. 473.806 (1984). I I I I I The Council does not have any objection to the City's issuance of a conditional use permit contingent upon County and Council approval of a request to abrogate the development limitation. Indeed, the Council will be happy to cooperate with the City by completing its review Df any such request as expeditiously as possible.
