I <br /> <br />Due to financial con~i~ments made by the City Council ar~ in <br />accordance with the City's l~st and present Comprehensive Plans, <br />the City Council should reoognize that changing the rural <br />residential density would be a major change to development in the <br />City. Consequently, the City Staff wants to be on record <br />informing the Council that the City does have Public Improvement <br />Bonds out on the develolm~ent in the Urban Area and the City has <br />an obligation to recognize that making major changes to the <br />Comprehensive Plan oould have a major impact on the financial <br />payback of the public improv~ents in the Urban Area and the <br />legality of the City's o~m~i~nt to develot~ent acoording to its <br />old and r~w Comprehensive Plans. Before the City Council <br />considers any changes in the Comprehensive Plan, it is <br />recon, pended that the City research any possible fiscal and legal <br />impacts of such a change. <br /> <br /> <br />
