,I <br /> <br />I <br />! <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />RESGI;3TION 185- <br /> <br />WHEREAS, the realignment and oompletion of County Road 116, <br />including a R~n River Crossing, has long been reoognized as a <br />vital need in the Anoka County Highway system; and <br /> <br />WHEREAS, the highway completion will provide for the free and <br />easy movement of people, goods, and services in the northern <br />metropolitan area; and <br /> <br />WHEREAS, the construction of the highway facility and bridge will <br />help solve critical traffic oongestion problems, particularly on <br />Trunk Highway 10 and Trunk Highway 47 (Ferry Street and Main <br />Street in the City of Anoka) and on Trunk Highway 169 (in the <br />City of fhamplin); and <br /> <br />WHEREAS, the need and desireability of this facility is <br />exemplified by the on-going support by the Cities of Ram.~ey, <br />Andover, and Anoka and the Anoka Hennepin School District ~11; <br /> <br />WHEREAS, the City of Ramsey is totally cut off from <br />~mergency services due to the railroad, and the highway and <br />bridge completion will provide the solution to this crucial <br />problem; and <br /> <br />WHEREAS, the City of Ramsey has provided all land necessary for <br />this project on the west side of the Rtm~ River at no cost to <br />Anoka Oounty; and <br /> <br />WHEREAS, the business oommunity has recognized the critical <br />nature of transportation in the northern metropolitan area, and <br />there are ~hambers of Co,~,erce task forces currently addressing <br />the concerns; and <br /> <br />WHEREAS, in response to this need and support, the County of <br />Anoka has funded the preparation of an Enviror~ental Impact <br />Statement (EIS) for the project with local funds; and <br /> <br />WHEREAS, the EIS has received Federal and State approvals; and <br /> <br />WHEREAS, Anoka County has taken steps to realign County Road 116 <br />between 7th Avenue and Round Lake Boulevard in order to avoid <br />congestion in a developed residential area and to provide an <br />adequate easterly conneciton to the Rum River Crossing project; <br />and <br /> <br />WHEREAS, the County has applied for all types of federal funds <br />that may be available through normal channels, such as Federal <br />Aid Urban (FAU) Funds, but has ~ot been able to obtain funding <br />through these sources; and <br /> <br />WHEREAS, the County adopted Resolution ~85-6 supporting a direct <br />appeal to its oongressional delegation for assistance in <br /> <br /> <br />
