requiring subdivision approval. <br /> <br />c) Access to the riverfront may be denied to any <br />person who creates a nuisance or who engages in <br />illegal conduct on the property and public access <br />may be temporarily or permanently closed upon a <br />finding by the City that such offensive conduct <br />cannot otherwise be reasonably oontrolled. <br /> <br />4) Riverfront Uses. Riverfront uses shall be pre- <br />ferred in the following order: <br /> <br />a) Water dependent; <br /> <br />b) Non-water dependent with public pedestrian <br />access; and <br /> <br />c) Non-water dependent without public pedestrian <br />access. <br /> <br />E. Marinas, Barge Fleeting Areas and Loading Facilities. <br /> <br />1) Boat Launching Ramps. <br /> <br />a) Boat launching ramps may be located only where <br />access streets are adequate to handle the traffic <br />load generated by the facility. <br /> <br />b) Shared or joint use accessory parking will be <br />preferred. Loading will be permitted only at <br />r~ps. Parking areas must be screened from the <br />river and adjoining residential property and <br />located at least ~ feet from the normal high- <br />water ~rk. <br /> <br />c) The impact of the accessory parking must not <br />adversely affect the environmental quality of the <br />site or the surrounding neighborhood. <br /> <br />d) Boatlaunching ramps and minor accessory build- <br />ings and haul-off facilities ust be in character <br />and scale with the surrounding neighborhood. <br /> <br />2) Public Marinas. Public marinas shall be permitted <br />subject to the foll(~ing oonditions: <br /> <br />a) The marina must have lavatory facilities ade- <br />quate to service the marina clientele. <br /> <br />b) Offstreet parking areas should be provided in <br />accordance with the requirements set forth for <br />boat launching ramps. <br /> <br />Ordinance ~85- <br /> <br />Page 9_9 of 31 <br /> <br /> <br />
