Cit~{ ~arterI By City_ Attorney: <br /> <br />Commissioner Oox pointed out examples in a recent Council agenda of how the <br />Charter makes Oouncil action at meetings time cons~raing. <br /> <br />~he Co~ission proceeded to discuss the time frames imposed by the Charter and <br />it's adverse affects on development in the City. <br /> <br />Commissioner Fults stated that any proposed development in compliance with all <br />City oodes should be able to be walked through Staff and not even 'brought to <br />Council for approval. Ramsey's develo~l~ent rules should be more uniform; <br />Ramsey makes new rules everytime a new develoI~_nt comes in. <br /> <br />Commissioner Cox stated that Co~issioner Fults' suggestion would be <br />reasonable if Ramsey did not have all these Charter stipulations standing in <br />the way; additional City Staff are going to be required to address the needs <br />in the Charter. Commissioner COx stated that he has not enjoyed it, but he <br />has been trying to point out the adverse affects of the Charter at Council <br />meetings. (k~missioner COx stated that City should go back to Chapter 429. <br /> <br />Motion by Co~issioner Fults and seoonded by Co~ssioner Miller to recommend <br />that City Council initiate proceedings to /~end the Chapter 8 of the City <br />Charter by replacing Ordinance ~84-8 'Public Improvements-Special Assessments' <br />with Minnesota State Statute Chapter 429 which regulates local improv~ents. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Miller, Fults, <br />Cox, Vevea, ~ardin and Wagner. Voting No: None. Absent: Commissioners <br />Muller and Schmidt. <br /> <br />Commissioner (]ox noted the Charter requir/~nent that resolutions be read prior <br />to adoption at Council meetings. Commissioner Cox stated that he has had to <br />read the resolutions at the Council meetings because the Council Chairperson, <br />who also chaired the commission that put the pre-reading law into the Charter, <br />will not support that law. <br /> <br />February 13, 1985 <br /> <br /> <br />
