Mr. Paul Smith <br />February 13, ]985 <br /> <br /> ! <br /> ! <br />! <br />! <br /> <br />Rela:ed to our concern about the Plan's failure to address the continuing impacts <br />Of landfills, we are disappointed that the "Plan" provides for no incentives nor <br />compensation to communities that host landfills, refuse derived fuel (RDF) <br />processing plants, RDF fueled power plants, or other facilities of regional <br />benefit. (For example, might it make sense %o exempt these types of facilities <br />from the application of the fiscal disparities law? What about required payments <br />in lieu of taxes? Relief from other metropolitan adverse impacts as a trade-off, <br />e.g. airplaine noise?)
