What if sewer and water oome to our neighborhood; will the <br />streets be torn up and reinstalled at our expense? Why do we have to restore <br />the boulevards? Restoration should be included in the project. <br /> <br />Mayor l~eitman replied that restoration brings up the oost of the project and <br />therefore the assessment to the homeowner. <br /> <br />Duane Lundeen repeated his question regarding sewer and water and asked what <br />kind of guarantee the City oould give him that the streets would not have to <br />be redone in a oouple of years because of sewer and water c~nstruction; noted <br />that sewer and water installation has begun just a few blocks from his home. <br /> <br />Mayor Beitman stated that the street improvement project would have an annual <br />oost of $362.29 per unit for 10 years and is added to homeowner property <br />taxes. Mayor Beih~an stated with respect to sewer and water that if a <br />neighborhood petitions for sewer and water and Council approves it, it will be <br />installed and any existing blacktop streets will have to be redone, the cost <br />of which will be included in the project cost of sewer and water installation. <br /> <br />Mr. Berg reiterated that a neighbgrbood must petition for sewer and water; the <br />City will not go into any existin9 area with sewer and water unless there is a <br />health hazard. <br /> <br />William Burney - 14140 Junkite - Why this public bearing? Enough people <br />signed the petition for blacktop. Now do we wait for a petition in opposition <br />of the project before Council can vote on the project? <br /> <br />Councilmi~rber Cox replied that the petition was sufficient to bring the <br />project before Council for consideration. <br /> <br />Mayor Beitman stated that a project can be brought into being by a vote of the <br />Council or a petition of 35% of the benefitted property (m~ners; there is then <br />a 60 day waiting period in which a counter petition to cease the project and <br />a counter-oounter petition to reinstate the project can be sut~itted. ~he <br />petition with the majority of signatures will prevail.
