If ! wanted to <br />extend the sewer and water past an existing neighborhood, ! w~uld have to take <br />on the full financial responsibility of that project without assessing the <br />property owners in that existing neighborhood. ~here is no way X, or City <br />Council, would benefit from forcing sewer and water onto an existing <br />neighborhood. <br /> <br />Councilmember COx stated that the courts would not allow the City to assess <br />anyone who is not benefitting. Councilmember Cox referred to Mr. Lumteen's <br />earlier question regarding h~w taxes will be affected by blacktop streets and <br />stated that blacktopping does not affect property market valuation. <br /> <br />Mr. Berg stated that blacktop streets will increase property value; if it <br />didn't there would not be legal grounds to assess the property owner. <br /> <br />Councilm~r Schlueter stated that persons can get more information regarding <br />blacktopped streets and their affect on property values from City Assessor Les <br />Wirz. <br /> <br />John Anderson - 14032 Krypton Avenue NW - One and one-half inch of asI/~alt <br />does not seem very substantial; how much maintenance will be required on this <br />type of street? Culvert in front of my house is plugged up. <br /> <br />Mr. Raat/kka stated that there are 60-70 miles of this same type street in the <br />City; maintenance has been crack filling and seal(Dating. Sealouatin9 is <br />considered 5 years after initial construction. During construction, there is <br />better than 2" of aslahalt laid and it is then o~mpressed.
