(Project No. 84-17) <br /> <br />The attached petition against the subject storm sewer project was <br />signed by 61 people at 38 households proposed to be assessed for this <br />project. <br /> <br />The detailed reasons for opposition to this special assessment are <br />given in the attached letter of 2ohn Lichter. However, the main <br />underlying reason appears to be that the individual assessment is <br />too high in relation to the benefit received. This strongly suggests <br />that there would be little opposition to this special assessment if <br />individual costs could be significantly reduced. Most residents would <br />probably not mind paying what they perceive to be a fair amount for the <br />betterment of their city. <br /> <br />We all know that the city staff has done a thorough job of figuring out <br />how to finance this project. However, in view of the oppos}tion to <br />the high cost of this assessment, another look at alternate, lower cost <br />plans which are fair to everyone involved is .strongly recommended. <br /> <br />Respectfully submitted, <br />Stanley £.
