Members Present: Mayor Gary Heitman Counci~r Jean Schlueter Councilmember Gary Reimann Counc~r Arnie COx Councilmsmber A1 Sorteberg Also Present: City A~ninistrator Lloyd Schnelle Director of Technical Services Clayton Berg City Attorney Goodrich (arrived 7:41 p.m.) Larry Koshak of ~akanson/Anderson Engineering Reporter Angela Flint C.~T.T, TO O]~F_.~ Mayor Heitman called the public hearing to order at 7:17 p.m. PRESENTATION BY ENGINEER Mr. Larry Koshak gave a slide presentation of Sealcoating Improvement Project ~85-4 showing the affected area and estimated total and per unit costs. CITIZEN INPUT Mayor Reitman noted that acoording to City Charter, Council cannot take any action on improvement projects until 60 days following the public hearing. Bill Ayers - 7210 161st Lane - Stated that there is s~me street deterioration in his project area that should be repaired prior to sealooating. Mr. Koshak replied that the City Streets Department is responsible for necessary p~tching and filling repairs prior to sealooating. Mr. Schnelle stated that if the repairs are too major, the City will authorize the contractor to make the repairs. T~z Dahlen - 6621 156th Avenue - Inquired if the City puts out for competitive bids on sealcoating projects. Mr. Koshak replied that the City follows State statute - the project is advertised in the newspapers and construction bullentins and bids are received at City ~all; the bids are then presented to Council for award reco~mm~dation.
