No. 5 Dear Council Members: As requested at your April 9, 1985 council meeting, we have reviewed our records to determine the past action on upgrading 167th Avenue N.W. lying west of C.S.A.H. No. 5. Following is a series of events relating to this project. In 1979, the streets lying to the south and west of 167th Avenue were blacktopped. The area along 167th Avenue did not petition for blacktop streets. In 1982 we reviewed utilizing Municipal State Aid Funds on the project. Since there is only a remote possibility that 167th Avenue would be extended to Variolite Street, the City decided not to spend MSA Funds on the project. Late in 1982 the City ordered a feasibility for upgrading 167th Avenue N.W. using a combination of City funds and assessments to complete the project. Following the public hearing, the City ordered the project. Bids were received and the project was awarded to Forest Lake Contracting, Inc. Due to assessment appeals and failure to negotiate easements, the project was cancelled.
