I <br />I <br />I <br />I <br /> <br />(f) <br /> <br />Property previously assessed for a permanent street <br />will be given full credit and will not be assessed for <br />the M.S.A. project being assessed. <br /> <br />Property previously assessed for a partial street will <br />be given credit for the amount previously paid <br />oonverted to current dollar value by the ENR Index. <br /> <br />If at a later date a lot or parcel is split or <br />subdivided, each new lot will be assessed a unit <br />cost/adjusted. <br /> <br />I <br />I <br /> <br />Formula for assessing typical street cost as part of an <br />M.S.A. street project: <br /> <br />(typical street cost) x (benefit factor) - (previous <br />assessments/current value) = amount to be assessed for <br />typical street. <br /> <br />I <br />I <br /> <br />F) <br /> <br /> M.S.A. Street/Co.unty Road Cost Apportionment Formula: <br /> <br /> Total cost of improvement- amount to be assessed for <br /> typical street = M.S.A. Construction Fund Obligation. <br /> <br />Policies Relating to Lateral Extensions: <br /> <br />I <br />I <br />I <br /> <br />(i) <br /> <br />(2) <br /> <br />Existing Subdivisions - No lateral service shall be extended <br />to any existing subdivision until such time as service is <br />required to eliminate a public health hazard and trunk <br />service is available and has been assessed to the subject <br />property. At such time as trunk service is available, <br />laterals may be extended as outlined in Section 210.01.5 of <br />the City Code. <br /> <br />Unsubdivided Land - No lateral service shall be extended to <br />any unsubdivided lands until such time as the following <br />criteria have beenmet: <br /> <br />(a) Trunk service will be available and assessed to the <br /> benefited proper~es. <br /> <br />(b) ~he subject property shall be platted in accordance <br /> with the subdivision regulations of the City of Ramsey. <br /> <br />(c) <br /> <br />Lateral service may be extended to areas where trunk <br />service is not available if the petitioners agree to <br />pay all the costs for necessary trunk extensions on an <br />interim basis and subdivide the property in accordance <br />with (b) above. <br /> <br />(3) <br /> <br />Public Property - Ali public property shall be subject to <br />the same restrictions as established for existing <br />subdivisions including assessments for all trunk facilities. <br /> <br />G) Hookup Policies: <br /> <br />(1) <br /> <br />Existing Subdivisions - It shall be the responsibility of <br />the owner to connect to the public utilities, i.e., sewer, <br />water, within one (1) year of the date of service <br /> <br /> <br />
