Holm dated <br />April 18, 1985 and offers the following input: <br /> <br />The City Engineer has estimated the grading required within the <br />MSAS right-of-way and found it to be 23,000 cubic yards. <br />However, it is estimated that 9,500 cubic yards were generated as <br />a result of the developer requesting a lower street grade. <br /> <br />e <br /> <br />Based on previous bids for grading on MSA projects, the request <br />for $1.95 per cubic yard appears high. The three previous bids <br />on MSAS projects have been $1.38, $1.41 and $1.52 per cubic yard <br />which averages out to be $1.44 per cubic yard. Staff would <br />recommend payment of $1.44/CY for common excavation. <br /> <br />The City staff concurs with the $2.00 per cubic yard for muck <br />excavation and $50 per tree for tree removal. <br /> <br />Previous payments for right-of-ways have not exceeded $2,500 per <br />acre for undeveloped properties. <br /> <br />The developer will be assessed for use of the MSAS at the rate of <br />50% of a normal residential street. <br /> <br />The excess dirt from the grading is being used by the developer <br />in low areas of the plat. <br /> <br />The City designated the MSAS route in the proposed development of <br />Flintwood Hills 2nd Addition and may have an adverse impact on <br />the adjacent lots. <br /> <br />Based on the above facts, the City staff recommends the following <br />reimbursement to Mr. Holm: <br /> <br />Right-of-way -- 4 acres at $2,500/AC = <br />Grading -- 13,500 cu.yd, at $1.44/CY = <br />Muck Excavation -- 800 cu. yd. at $2.00/CY = <br />Tree Removal -- 8 trees at $50/tree = <br /> <br />$10,000 <br />19,440 <br />1,600 <br />400 <br /> <br />TOTAL REIMBURSEMENT <br /> <br />= $31,440 <br /> <br /> <br />
