I I I I RE: Norm Holm's Request for MSA Right-of-Wa¥ & Gradin9 Payment City staff has reviewed the request of Mr. Norman D. Holm dated April 18, 1985 and offers the following input: The City Engineer has estimated the grading required within the MSAS right-of-way and found it to be 23,000 cubic yards. However, it is estimated that 9,500 cubic yards were generated as a result of the developer requesting a lower street grade. e Based on previous bids for grading on MSA projects, the request for $1.95 per cubic yard appears high. The three previous bids on MSAS projects have been $1.38, $1.41 and $1.52 per cubic yard which averages out to be $1.44 per cubic yard. Staff would recommend payment of $1.44/CY for common excavation. The City staff concurs with the $2.00 per cubic yard for muck excavation and $50 per tree for tree removal. Previous payments for right-of-ways have not exceeded $2,500 per acre for undeveloped properties. The developer will be assessed for use of the MSAS at the rate of 50% of a normal residential street. The excess dirt from the grading is being used by the developer in low areas of the plat. The City designated the MSAS route in the proposed development of Flintwood Hills 2nd Addition and may have an adverse impact on the adjacent lots. Based on the above facts, the City staff recommends the following reimbursement to Mr. Holm: Right-of-way -- 4 acres at $2,500/AC = Grading -- 13,500 cu.yd, at $1.44/CY = Muck Excavation -- 800 cu. yd. at $2.00/CY = Tree Removal -- 8 trees at $50/tree = $10,000 19,440 1,600 400 TOTAL REIMBURSEMENT = $31,440
