At the time that the developer agreed <br />to the location of the MSA street through his development, the City <br />policy of assessing MSAS had not been adopted. Therefore, the <br />developer agreed to donate the R.O.W. provided the City would con- <br />struct the MSA street without any assessments. <br /> <br />Based on the recent bids, the assessments on the MSAS for the first <br />phase of Flintwood Hills 2nd Addition amounts to $12,300 and the <br />future assessment would equal $5,800 for the second phase. <br /> <br />As an alternate recommendation, in lieu of the fact that the MSAS <br />through Flintwood Hills 2nd was established prior to the assessment <br />policy, the City could compensate Mr. Holm based on past projects. <br />This compensation would be as follows: <br /> <br />Grading 23,000 C.Y. at $1.44/C.Y.~ = $33,120 <br />Muck excavation 800 C.Y. at $2.00/C.Y. =~ ........ i~-i-~~ <br /> TOTAL COMPENSATION t~''=~$34, 720 /-~ <br /> <br />The above alternate would not include compe~-~'t~i~o~'for R.O.W. or tree <br />removal. However, it would not provide for any assessment to th~ <br />developer. ~ <br /> <br /> <br />
