I I I I I I I I I I I I' I I I I i associated wtth the proper management of surface w~ter, S[CIION Il LOWER RUM RIV£~ WATER MANAG[MENI ORGANIZATION 2.1 £stablishment: There ts hereby established the"Lower Rum River Management Organization" whose membership shall be appointed in accordance with the provisions of this section and whose duties shall be to carry out the ~urposes contained herein and whose boundaries are as defined as shown in Appendix "B". TheLower Rum River Wated4anagement Organization, hereinafter referred to as the "Organization", shall be constituted as described in Section 2.2. 2.2 Membership Appointment: The governing body of each party to this Agreement shall appoint one representative to serve as a member of the Organization. Each dues paying member shall have one vote. Membership on or representatives to the Organization shall be evidenced by resolution of the governing body of each party, filed with the Organization. 2.3 Term: The members of the Organization shall not have a fixed term but shall serve at the pleasure of the governing body of the party appointing such member to the Organization. 2.4 Vacancies: A vacancy on the Organization shall be filled by the governing body of the party whose membership position on the Organization is vacant. 2.5 Additional Members: The Organization may, with the ratification of the governing bodies of all voting members of the Organization, invite other units of government within the Rum River Watershed to also become parties to this Agreement. The governing body of such additional party shall appoint a member to the Organization who shall have voting rights in accordance with the provisions of Section 2.2, and in all respects thenceforth enjoy the full rights, duties, and obligations of this Agreement. 2.6 .~ompensation and Expenses: The Organization members shall not be
