Any modification or variation of official controls where it is determined that, because of hard- ships, strict enforcement of the official controls is imixactical. ~and. Any low area permanently or seasonally covered with shallow water, including marsh, swamp, bog, wet meadow, slough or intermittent lake or flood- way, except any area which is 1 acre or smaller in size. The soil is seasonally flooded, but during the growing season it is well drained. Vege- tation is dependent on the duration of flood- ing. Due to the nature of Type I wetlands, the [~R did not identify any within the study Type II. Inland Fresh Meadows. The soil usually is without standing water during most of the growing season, but is water logged within at least a few inches of its surface.
