I <br />I <br />I <br />I <br />I <br /> <br />Mr. Fountain stated that the Ad Hoc Committee has the authority to recommend to <br />Council an independent appraisal to look at property valuation in the area <br />around the landfill, boundaries as follows: 157th Avenue N~ on the north, <br />Sunfish Lake Blvd. [~ on the east, Industry Avenue N~ on the south and Ramsey <br />Blvd. N~ on the west. He stated that Robert Boblett Associates, Inc., real <br />estate appraisal service, is under the opinion that the homes in the affected <br />area wou~d lose between 15% and 25% of their present value. <br /> <br />Mr. Wentura saAd that his opinion is that an appraisal is a sophisticated <br />~uess from an individual that doesn't even have to be licensed, schooled or <br />m~mber of any or~anization. <br /> <br />Mr. Miller agreed that these are opinions of o~rtain individuals and they all <br />vary. One fin~ says 15% to 25% devaluation and the next says 0%. <br /> <br />Motion by Mr. Fountain ~nd/seconded b~ Mr. Wentura to recommend to the City <br />Council that an ~ appraisal of properties in the area near the <br />landfill as foll~s: 157th Avenue N~ on the north, Sunfish Lake Blvd. N~ on <br />the east, Industry Avenue ~ on the south and Ramsey Blvd. N~ on the west, be <br />conducted to determine how the landfill has affected the valuation of <br />properties. <br /> <br />Further discussion: Mr. Wentura stated that he agrees, but doesn't feel that <br />there is the time to do such an appraisal. Mr. Wirz stated that valuations <br />can be c~anged after the County Board of Review, but they wouldn't go into <br />effect until next year. <br /> <br />Motion carried. Voting yes: C~ssion m~rs Fountain, Wentura and Pearson. <br />Voting no: None. Abstaining: Chain~an LeLeux and Commission member DeLuca. <br />Absent: Committee m~mbers McCulley and Sitz. <br /> <br />Mr. Wentura stated that maybe we are fighting something we shouldn't. Every <br />City is changing. Economics may be affecting Ramsey. We don't have the <br />industry here that other cities do. People don't want to drive so far to work <br />everyday. We wonder why we're in this type of situation. There's more factors <br />than just the landfill. We can't blame the whole situation on just that. The <br />saleability of the property as well as financing affect the sale of a home. <br /> <br />Mr. DeLuca stated that he is uncomfortable with the word 'appraisal' in the <br />motion that was just p~ssed, ge agrees that an appraisal is just one man's <br />opinion. He would like the study more complete and to take more into <br />oonsideration, such as a market study would. <br /> <br />Motion by Mr. DeLuca and seoonded ~y Mr. Wentura to amend Mr. Fountain's motion <br />to read "market study" instead of "appraisal", the intent of which is to have a <br />more oomplete analysis of the valuation of these hc~es. <br /> <br />Motion failed. Voting yes: C~ssion members DeLuca and Wentura. Voting no: <br />Chairman LeLeux, Commission members A1 Pearson and Doug Fountain. Absent: <br />C~ssion members Sitz and McCulley. <br /> <br />Mr. Fountain stated that he would like to take pictures of homes in the area <br />near the landfill and bring these pictures to other cities to see what value <br />they would place on the~. <br /> <br />Mr. Miller stated that there's no way a fair assessment and o0mlmrison could be <br />made by doing that.
