Annually, the County Board will allocate monies for each city and <br />~ownship to reimburse Iocolabatementoctivities. Funds will be provided only os <br />long as sufficient County surcharge revenues are available to the County. 'lhe <br />allocation will be mode on o per household basis, based on the most recent <br />estimate of households by the Metropolilan Council. The amount per household <br />could change from year to year, os determined by the County Board. <br /> <br />An initial joint powers agreement will be established between the County and <br />interested cities and townships. Agreements will be amended as needed to <br />reflect changes in the scope of activities. Cities and townships must submit o <br />work plan for proposed activities by October 10 of each year 1o maintain their <br />al location for that calendar year. They are slrongly encouraged to submit their <br />work plans as early as possible. The work plan will comprise the scope of <br />activities for the joint powers agreement. Work plans will be submitted to the <br />Anoka County Administration office, to the attention of the Special Assistant to <br />the County Administralor/Solid Waste Coordinator. The Solid Waste Coordinator <br />together wilh the Solid Waste Abatement Team will work with municipalities to <br />help ensure that projects/programs ore viable and are compatible with solid <br />waste abatement plans. <br /> <br />Once o work plan is thus completed, the allocation for o municipality will be <br />reserved. Expenditures will be reimbursed by 1he County to the City/Township <br />semi-annually by July 31 and January 31 (for invoices submitted for abatement <br />activities, in accordance with the work plan, by July 15 and January 15 of each <br />year, respectively). The County Board will determine the uses of funds not <br />reserved by October 10 of each year. These funds could be used for County <br />abatement purposes and/or rolled over into the following year's abatement fund <br />for local abatement assistance. <br /> <br />1985 Proqram <br /> <br />$195,000 (estimated minimum amount) Revenue <br />$ 97,500 (est.)
