! I I I I I I I I I I I I I I I April Page Procedure. Annually, the County Board will allocate monies for each city and ~ownship to reimburse Iocolabatementoctivities. Funds will be provided only os long as sufficient County surcharge revenues are available to the County. 'lhe allocation will be mode on o per household basis, based on the most recent estimate of households by the Metropolilan Council. The amount per household could change from year to year, os determined by the County Board. An initial joint powers agreement will be established between the County and interested cities and townships. Agreements will be amended as needed to reflect changes in the scope of activities. Cities and townships must submit o work plan for proposed activities by October 10 of each year 1o maintain their al location for that calendar year. They are slrongly encouraged to submit their work plans as early as possible. The work plan will comprise the scope of activities for the joint powers agreement. Work plans will be submitted to the Anoka County Administration office, to the attention of the Special Assistant to the County Administralor/Solid Waste Coordinator. The Solid Waste Coordinator together wilh the Solid Waste Abatement Team will work with municipalities to help ensure that projects/programs ore viable and are compatible with solid waste abatement plans. Once o work plan is thus completed, the allocation for o municipality will be reserved. Expenditures will be reimbursed by 1he County to the City/Township semi-annually by July 31 and January 31 (for invoices submitted for abatement activities, in accordance with the work plan, by July 15 and January 15 of each year, respectively). The County Board will determine the uses of funds not reserved by October 10 of each year. These funds could be used for County abatement purposes and/or rolled over into the following year's abatement fund for local abatement assistance. 1985 Proqram $195,000 (estimated minimum amount) Revenue $ 97,500 (est.) Landfill closure/post closure/remedial action monies $ 97,500 (est.) Landfill abatement monies Up to $1.25 per household will be allocated for each city and township for eligible activities (a total of about $83,000), incumbent upon the availability of the funds~ remaining abatement monies received will be used by the County for abatement activities.
