Landfill obolement monies - General Program. '[he goal will be to expend these monies expeditiously to achieve maximum abatement. A substantial portion of monies collected will be allocated annually for abatement activities by the cities and townships, in accord with Met Council and Legislative direction to have recycling and composting activities expanded at the local level. Remaining monies will be used by the County for abatement activities. - City/Township Abatement Assistance Progro.rn Intent of Program. It is the intent of this program to provide partial funding for starting or expanding local projects/programs which will demonstrably achieve landfill abatement~ including but not limited to: - curbside recycling (especially in urbanized areas) - drop-off recycling centers - neighborhood or community yard waste composting - information/education to encourage waste reduction (including bockyord composting). It is intended that municipalities will begin implementation of projects/programs within the year for which allocated funds are sought. It is not intended lhot funds be used for non-programmatic activities such as administrative expenses or travel. Because surcharge revenues may be sharply reduced after 1986, the County may no longer be able to provide funds for local abatement programs after 1986. Thus, the County strongly encourages municipalities to plan for continuation of their abatement projects/programs with other funding sources. ,Joint programs between local units of government are 'encouraged but not required.
