I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />April 19, 1985 <br />Page 2 <br /> <br />Count.,y IPolic~v Regardin~ Landfill Surcharge <br /> <br />The revenues retained each year by 1he County will be split evenly between landfill <br />closure/post closure/remedial action and landfill abatement activities, <br /> <br />Landfill closure/pos~ closure/remedial action monies <br /> <br />- will be collected and placed in reserve until needed for specific projects. <br /> <br />Landfill obolement monies <br /> <br />- General Program. <br /> <br />'[he goal will be to expend these monies expeditiously to achieve maximum <br />abatement. <br /> <br />A substantial portion of monies collected will be allocated annually for <br />abatement activities by the cities and townships, in accord with Met Council and <br />Legislative direction to have recycling and composting activities expanded at the <br />local level. Remaining monies will be used by the County for abatement <br />activities. <br /> <br />- City/Township Abatement Assistance Progro.rn <br /> <br />Intent of Program. It is the intent of this program to provide partial funding for <br />starting or expanding local projects/programs which will demonstrably achieve <br />landfill abatement~ including but not limited to: <br /> - curbside recycling (especially in urbanized areas) <br /> - drop-off recycling centers <br /> - neighborhood or community yard waste composting <br /> - information/education to encourage waste reduction (including bockyord <br /> composting). <br /> <br />It is intended that municipalities will begin implementation of projects/programs <br />within the year for which allocated funds are sought. <br /> <br />It is not intended lhot funds be used for non-programmatic activities such as <br />administrative expenses or travel. <br /> <br />Because surcharge revenues may be sharply reduced after 1986, the County may <br />no longer be able to provide funds for local abatement programs after 1986. <br />Thus, the County strongly encourages municipalities to plan for continuation of <br />their abatement projects/programs with other funding sources. <br /> <br />,Joint programs between local units of government are 'encouraged but not <br />required. <br /> <br /> <br />
