The fee in the metropolitan area may not <br />exceed 25 cents per cubic yard. The revenue from the fees shall be credited to <br />the county general fund and shall be used only for landfill abatement purposes, or <br />costs of closure, post closure care, and response actions or for purposes of <br />mitigating and compensating for the local risks, costs, and other adverse effects <br />of facilities .... <br /> <br />The Anoka County Board passed a resolution last fall authorizing a 25 cents per cubic yard <br />fee (surcharge). Collection of the surcharge began in January (actually 90¢ per cubic yard is <br />collected, including 50¢ for the Metropolitan Landfill Abatement and Landfill Contingency <br />Action Funds, and 15¢ for surcharges established by the host cities). <br /> <br />Amount Available <br /> <br />Based on past receiving rates at the two landfills in the County, and on actuc] <br />revenues received for January and February of 1985, revenue from the surcharge for <br />1985 is estimated to total a minimum of about $255,000. Total revenue for 1986 is <br />expected to be a similar amount. However, due to the anlicipated closing of the <br />Waste Management Inc. landfill at about the end of 1986, revenues in subsequent <br />years may be considerably lower. <br /> <br />Based on the formula in the MICA (Metropolitan Inter-County Association) <br />Memorandum of Agreement' and some reasonable assumptions, the County will be <br />able to retain a minimum of about $195,000 of the revenue collected (the remainder <br />will be shared with other counties). <br /> <br />~This Agreement, if approved by the County Boards in the Metropolitan Counties, will <br />provide a mechanism for lhe four counties with landfills ia share some surcharge revenues <br />with the other counties to help finance abatement activities. <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
