This problem is not unique to Ramsey. In a discussion with an
individual from Ham Lake, we were informed that they had some 500 homes where
the septic systems were in the water table. If this is in fact true, then their ground
water has to be badly polluted and pollution of the lower aquifers won't be far behind.
This is our concern for Ramsey. In some of the older neighborhoods, there is a definite
problem with high ground water and a very good possibility of contamination from
on-site septic systems. It is our opinion that some testing of the suspected areas
would be appropriate inasmuch as the residents ave so adamant about not having
sewer or water. Their best protection against not having it is to ensure that they
are not polluting and, if they are, then corrective measures should be taken, as the
pollution can be reversed.

The City Engineer indicated that these tests can be performed for about $500 each.
We feel that the Flintwood Hills area and Bavthel's Rum River Acres would be the
two most crucial areas. If a problem was discovered there, then other areas of the
City should be considered.

We would like to discuss this issue with you at your convenience. The long term
results of either testing or not testing could be devastating to the City. On one
hand, public health must be considered. However, on the other hand, as you know,
the residents will view this as an attempt by the City to force sewer and water
into existing residential neighborhoods. Diplomacy will be the key.
