'1 <br /> ! <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />DATE: <br /> <br />Oity Administrator <br /> <br />Director of Technical Services <br /> <br />Drainage problems <br /> <br />May Z, 1985 <br /> <br />In reviewing the various drainage complaints in the City, we have determined that <br />the majority are a result of a high water table, rather than surface drainage. <br />Unfortunately, this problem, in all likelihood, will remain with us for a number of <br />years and could very likely get worse, rather than better. <br /> <br />We viewed various wetlands yesterday and found water elevations to be as high as <br />we've seen them. This problem is not unique to Ramsey. In a discussion with an <br />individual from Ham Lake, we were informed that they had some 500 homes where <br />the septic systems were in the water table. If this is in fact true, then their ground <br />water has to be badly polluted and pollution of the lower aquifers won't be far behind. <br />This is our concern for Ramsey. In some of the older neighborhoods, there is a definite <br />problem with high ground water and a very good possibility of contamination from <br />on-site septic systems. It is our opinion that some testing of the suspected areas <br />would be appropriate inasmuch as the residents ave so adamant about not having <br />sewer or water. Their best protection against not having it is to ensure that they <br />are not polluting and, if they are, then corrective measures should be taken, as the <br />pollution can be reversed. <br /> <br />The City Engineer indicated that these tests can be performed for about $500 each. <br />We feel that the Flintwood Hills area and Bavthel's Rum River Acres would be the <br />two most crucial areas. If a problem was discovered there, then other areas of the <br />City should be considered. <br /> <br />We would like to discuss this issue with you at your convenience. The long term <br />results of either testing or not testing could be devastating to the City. On one <br />hand, public health must be considered. However, on the other hand, as you know, <br />the residents will view this as an attempt by the City to force sewer and water <br />into existing residential neighborhoods. Diplomacy will be the key. <br /> <br /> <br />
