S~reets <br />St, Paul, Minnesota §5101 <br /> <br />Telephone (612) 291-6359 <br /> <br />SUBJECT: Citizen Participation Plan for the Metropolitan Council <br /> <br /> The Metropolitan Council adopted the attached Citizen Participation Plan for <br /> the Metropolitan Council on February 28, 1985. The Citizen Participation <br /> Plan provides a basis for monitoring the effectiveness of the Council's <br /> cl--ftSTzen participation efforts by identifying goals, objectives and strategies <br />for citizen participation. It represents a strengthened comitment to <br />'increasing the level of public participation in program development and <br /> implementation. <br /> <br />The plan identifies four objectives: <br /> <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br /> <br />Strengthen the working relationship between the Metropolitan Council and <br />local governments to give them more opportunities to participate in setting <br />regional policies and solving regional problems. <br /> <br />Increase understanding among citizens of regional public issues and the <br />Metropolitan Council's role in addressing them; and encourage more citizens <br />to become involved in planning for the region's future by informing them of <br />ways to have input into Council decisions. <br /> <br />Involve special comunities in setting regional policies and making <br />decisions about regional problems, especially business, labor and protected <br />classes (minorities, women and handicapped people). <br /> <br />Enhance opportunities for input by public interest groups (e.g., Citizens <br />League, League of Women Voters, Government Training Service, Humphrey <br />Institute) in setting regional policies and solving regional problems. <br /> <br />The enclosed copy of the Citizen Participation Plan is for your use.
