Comunications to local governments. <br /> <br />A companion document describes the specific responsibilities of <br />Council staff in implementing these activities. <br /> <br />EVALUATION <br /> <br />The internal staff document that assigns specific responsibility to <br />Council staff also contains evaluation criteria to assess how well <br />the Council is encouraging and facilitating public participation in <br />its planning and decision-making. Essentially, evaluation is <br />recomended at three levels: <br /> <br />at the program level, where %here is an annual internal <br />evaluation to determine whether the year's citizen participation <br />strategies achieved their intended purpose(s) for the program <br />itself. <br /> <br />at the Citizen Participation Plan level, where individual program <br />strategies are evaluated annually in terms of how well they <br />achieved the goals and objectives of the Citizen Participation <br />Plan. <br /> <br />at the Council level, where the Citizen Participation Plan itself <br />is evaluated periodically to ensure that its goals and objectives <br />and the citizen participation process in general are reflective <br />of the citizen participation needs of the Council and <br />constituencies. <br /> <br />The Council's constituencies will be involved in evaluation at the <br />plan and Council levels. <br /> <br />In addition to keeping the citizen participation effort relevant to <br />the Council's purpose and to the needs of its constituencies, annual <br />or periodic evaluation of citizen participation activities will <br />maintain the visibility of citizen participation efforts on behalf of <br />the Council. An annual report will be made to the Council on the <br />year's activities and on how well the Council achieved the goals and <br />objectives of the Citizen Participation Plan. In addition, the <br />Council will be given periodic briefings on major citizen <br />participation efforts. <br /> <br /> <br />
