TO: Mayor and Councilme~bers <br /> <br />FRO~: City Administrator <br /> <br />RE: Staff Report for May 1985 <br /> <br />1) Finance: <br /> <br /> a) Audit Report for 1984 - I had originally thought this <br />would be ready in May, 1985, however, it will be ready for <br />Council ~ J~e. <br /> <br /> b) Cash Flow Report for April 1985 and Revenue and <br />Expenditures Report for 1985 - The reports indicate we are <br />hol~ ri~t ~ there. <br /> <br />2) Legislation: <br /> <br /> a) Local Government Aid - This issue hasn't been resolved <br />as of this date. <br /> <br /> b) Property tax, etc. - This issue hasn't been resolved as <br />of this date. <br /> <br /> c) Landfill legislation - Last time I spoke to <br />Representative Hartinger he indicated that they would be holding <br />hearings here in Ramsey on the Landfill issue to be backgrounded <br />for the 1986 issue. <br /> <br />3) Development in Ramsey: <br /> <br /> a) I'm enclosing as Enclosure (1) to this report an excerpt <br />taken from the publication U.S. News and World Report dated April <br />29, 1985 which is very interesting. It verifies the early <br />morning Citizens League Meeting I attended where the Minneapolis <br />Federal Reserve Bank Chairman stated that years 1985 and 1986 <br />would be good years for the Metro area and state except in <br /> <br /> b) Industrial Revenue Bonds - We have had two industries <br />fail here in Ramsey that used that particular type of financing <br />which is a rather high percentage when you compare it to the <br />total that has been issued in Ramsey. <br /> <br />Consequently, I'm going to check to see how other cities process <br />this type of financing and also find out if these failure could <br />have and affect on Cities G.O. Bond rating. <br /> <br />4) A City that Did Something Wrong.. <br /> <br /> <br />
