Planner <br />15153 Nowthen Boulevard <br />Ramsey, MN 55303 <br /> <br />RE: Review of Preliminary Plat for Norfolk, Inc. <br /> <br />Dear Ms.'Norris: <br /> <br />I would like to first thank you and Pete for taking the time to meet <br />Mr. Phil Hals, and myself on the site on Friday. <br /> <br />As we discussed at this meeting, I would have the following comments <br />and recommendations. From what is shown on the preliminary plat, <br />the first phase of development would consist of approximately forty <br />two lots. The main road thoroughfare thru the subdivision would enter <br />and exit onto Jarvis Street within the City of Elk River. Presently <br />this road is in very poor condition. The existing bituminous surface <br />is deteriorating very rapidly and has no shoulders to help stabilize <br />the existing road surface. <br /> <br />Originally this road fell into our Capital Improvement Program for <br />upgrading, but because there is such a small amount of traffic generated <br />on the road, and very few residences located in this area, the CIP <br />Committee removed Jarvis from its list ~f projects. <br /> <br /> If this subdivision is approved, sUbstantial increase in traffic would <br /> be generated on Jarvis and, in turn, the road would deteriorate that <br /> much faster. Once this occurs, a major renovation would be needed to <br /> bring it up to our present.standards. Because of this, I would recom- <br /> mend that a feasibility study be done to determine how extensive a <br /> road project, with respect to cost and~design, we are talking about. <br /> This would be for the entire length of Jarvis and 165th. Attached is <br />.exhibit A showing this." " ~ <br /> <br />The second recommendation would be to request Burlington Northern'to <br />conduct an analysis for both of the railroad crossings at 165th and <br />Jarvis. Because of the number.of train runs that are conducted on these <br />tracks each day, and the speed of these trains, I believe it would be <br />very important to determine what effect the added number of residential <br /> <br />SOS U.
