NORTHFORK I)t VI. LOPMENT <br /> F!NAL PLAN STAGE <br /> <br />GENERAL BACKGROUND <br />Northfork is a residential proposal consisting of approximately 136 acres located <br />in the City of Ramsey, Anoka County, on the Elk Rlver/Ramsey City line. <br /> <br />The site was formerly owned by Cmneral Mills Corporation and was considered a <br />candidate site for its future corporate needs. The property is now under the <br />ownership of North Fork, Inc., a Minnesota corporation, the applicant and <br />developer for the proposed subdivision. <br /> <br />SITE CHARACTERISTICS <br />The site, which generally measures 1,4,5~1 feet on its north/south dimension and <br />approximately 3,g()() feet on its east/w~t, abuts Jarvis Street on the west and <br />its northern boundary is the north ltn,, ,,t %ection 18, Township 32 North, Range <br />25 West. A portion of the extreme north~t corner o1' the site, below contour <br />873 feet, is subject to 100 year storm fl~ndtng occurrences; however, with this <br />small exception, the site is very ~uttahl~ tor the proposed use. The design of <br />the subdivision will accommodate the low floodable area. <br /> <br />Approximately 65% of the site is woodland, dominated by oak and the associated <br />understory vegetation species. <br /> <br />SITE PLAN CONCEPT <br />The development concept is to create 2-1/2 acre average lots for single family <br />detached owner occupied homes. The plan attempts to maximize the number of lots <br />with overstory woodland cover. This is accomplished by aligning the public access <br />road through the unwooded areas and extending lots into the woodland and also by <br />extending cul-de-sacs from open areas into and penetrating the woodland for more <br />desirable home sites. The net result is that of the 42 lots only 3 are without <br />natural woodland, while all others are partially or completely within nature <br />woodland areas. <br /> <br />The curve and linear design of the roads will further enhance the aesthetic <br />qualities of the new subdivision. <br /> <br />Open space platted as Outlots A and R is provided as commaon area for the use of <br />the home owners. These outlots will remain ~ipen for inperpetuity and will include <br />a picnic area and a double tennis court in Outlot A. These amenities will be <br />provided as Individual homes are occupt~l a~l the need exists, Maintenance of <br />Outlots A and l½ and the amenities contaln~,l therein will be the responsibility of <br />the H~neowner's Association. <br /> <br />ASSOCIATION AND COVENANTS <br />Accompanying the final '~lat and final engineering documents are a draft copy of <br />the Homeowner's Association documents, ~m~ting forth the legal and financial <br />responsibilities of the homeowner, their requirements, bylaws and maintenance <br />provisions. <br /> <br />Covenants concerning prohibited and permitted uses of and on the lots are also <br />set forth to ensure a quality development and aid in maintaining real estate <br />values for the area. <br /> <br /> <br />
