I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Comuission ar~ they forwarded ~ favorable reco~tion to Council.

Chairman Peterson arrived at this time.

Mr. Gait stated that the other 200 lots p~oposed for development in the first
proposal are not even being considered in the proposal at this time; the
remaining property will be outlots.

Mr. Gait added that the Park Commission approved the proposal with the
understanding that in the first phase of develolm~nt, cash would be paid in
lieu of land dedication with maybe one exception -- where Trott Brook oomes
close to being coincidental with Northfork's north line boundary. Also, in
future developnent, if the developer can show amenities being provided for
public use, the developer would request exemption fr~m cash dedication.

George Orning, Vice President for Marketing, Sherburne Homes, stated the homes
built in the develotm~nt are targeted for the $90,000 to $130,000 income level;
will be energy efficient; not extr~ely large but effectively designed.

Mr. Gait stated that the develoIm~.nt will include association documents and
restrictive covenance.

(k~issioner De~mer stated that the developer should be able to choose a name
of choice for the develo~m~=_nt's through street and cul-de-sacs off that through
street. Streets in the develo~z~ent intended to connect to other Ramsey streets
outside the develoIm~=_nt should be named accordingly.

Motion by O~ssioner Deemer and seconded by C~ssioner Zi~me~ to
recc~ approval of proposed Findings of Fact 00 for West Oaks P.U.D.; case
of Northfork, Inc. (Please refer to findings of fact file for Findings of Fact
O0 ).

Motion carried. Voting Yes: Chairman Peterson, C~ssioners Deemer,
zi~erman, Hendriksen and Johnson. Voting No: None. Absent: C~ssioners
Kennen and LaDue.

Motion by Co~ssioner Deemer to adopt Resolution t85-2 recking that City
Council approve the West Oaks Planned Unit Develoim~ent contingent upon
Northfork, Inc. and the City entering into a develolm~nt agreement, that the
West Oaks sibe is rezoned P.U.D., and that there be a marketable title for the
property known as West Oaks P.U.D. Further, to reeo~end that City Council
grant variances to Northfork Inc. for the length of the dead end street, street
names and street suffi~es.

Further Discussion: Commissioner Hendriksen expressed concern with a blanket
variance to street names amd suffixes; the street names and suffixes should be
subject to Council or Planning and Zoning review in order to insure that a
confusing situation is not created for ~mergency vehicles attempting to locate
these streets and addresses.

Go~issioner ~cmer amended his motion to include that the selection of street
names and suffixes is subject to 911 headquarters approval.

June 4, 1985

~ge3~6
