Raatikka, P.E. <br /> <br />Honorable Mayor & City Council <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Re: Northfork (Planned Unit Development) <br /> <br />Dear Council Members: <br /> <br />We have reviewed the above referenced planned unit development in <br />conjunction with City Code Chapter 170.014G and offer the following <br />comments: <br /> <br />The proposed development has been revised from the original plan <br />to include 42 family residential lots and four outlots. The lots <br />vary from 75,600 square feet to 225,000 square feet in area. The <br />lot layout has been revised to eliminate access from individual <br />lots onto Jarvis Street. <br /> <br />In review of the general requirements of City Code 170.014G, <br />Item 6 states that a minimum of 20 percent of the area shall be <br />used for private or public open-air recreational uses protected <br />by conveyances or dedications. The proposed plan states that <br />Outlots A & B will be maintained as open space by the Homeowners <br />Association. Outlots A & B comprise of approximately 15 percent <br />of the area being developed for lots. <br /> <br />The proposed plan states that the proposed home sites will be <br />served by private wells and private septic systems. Based on the <br />water table information provided by Soil Exploration Company, Lot <br />2, Block 1 and Lot 1, Block 3 do not have adequate Class I soils <br />available as required by the City Code for on-site septic <br />systems. <br /> <br />In review of the drainage, the proposed plan indicates that <br />ponding and ditching will be utilized to dispose of stormwater <br />runoff. As previously stated in our April 2, 1985 letter to <br />Mr. Kenneth Peterson, drainage calculations and easements for all <br />of the ponding areas and ditches must be provided. A grading <br />plan must also be provided to show pond excavation, ditch grading <br />and street grading.
