We will be meeting with the Elk <br />River City Planner to discuss the impact of this PUD on Elk <br />River. Since construction of White Tail Trail results in a cul- <br />de-sac over 4,600 feet in length, we would recommend that the <br />developer be reguired to construct an alternate access road to the <br />proposed lots within three years. The closest Ramsey City street <br />is 164th Avenue located in Woodlawn Estates. <br /> <br />In review of the street plans, we would recommend that the right- <br />of-way radii on the cul-de-sacs be increased to 65 feet and the <br />paved surfaces have radii of 50 feet. We would also recommend <br />that the percent of grade on White Tail Trail at its connection <br />with Jarvis Street be decreased, radii at intersections be shown <br />at 30 feet, culvert sizes and lengths be shown and paved <br />temporary turnarounds be provided on White Tail Lane and White <br />Tail Trail. Specifications for the proposed construction must <br />also be provided. <br /> <br />In review of the proposed plat, we would recommend that 10 foot <br />drainage and utility easements be provided on all lot lines, and <br />easements over all ponding areas and drainage ditches be pro- <br />vided. Also, as previously mentioned, the radii on the cul-de- <br />sacs should be changed to 65 feet. <br /> <br />We would recommend approval of the PUD contingent on the following <br />items: <br /> <br />The developer comply with all the requirements listed in this <br />letter and the City Code or obtain variances for noncompliance. <br /> <br />5 <br /> <br />The City Council review and agree with the findings required in <br />City Code 170.014G. <br /> <br />The developer enter into a developer's agreement with the City of <br />Ramsey to construct the required improvements including an <br />alternate access to the plat. <br /> <br />The developer post the required bond or escrow to guarantee the <br />completion of the improvements. We have estimated the cost of <br />the improvements including the alternate access to be $317,800 <br />based on the preliminary street and drainage plans completed by <br />Orr-Schelen-Mayeron and Associates, Inc. The bond or escrow <br />amount is 150 percent of the estimated cost or $476,700. The <br />bond amount of $476,700 includes $122,850 for the future access <br />road. <br /> <br /> <br />
