'1 <br />I <br /> I <br />I <br />.I <br />! <br />I <br />,I <br />,I <br />,I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />~DIN1 PDW[R5 AGR[[M[N*I <br /> <br />This Agreement entered into ~s Of thc date of <br /> <br />between the Cttte~ of' <br /> <br />Andover <br />Anoka <br />Coon Rapids <br />Ramsey <br /> <br />for the establishment of a watershed management organization. <br /> <br /> WHEREAS, the municipalities to this Agreement have authority pursuant <br /> <br />to Minnesota Statutes 471.59 to jointly or cooperatively by agreement <br />exercise any powers common to the contracting bodies pursuant to 473.B77; <br />and <br /> <br /> WHEREAS, the cities bound into this Agreement desire to prepare a <br /> surface water management program for the purpose of management of the <br /> programs required by Secs. M.S. 473.B75 to 473.B33; <br /> <br /> NOW IHEREFORE, the parties to this Agreement do mutually agree as follows: <br /> <br /> SECTION I <br /> <br /> General Purpose <br /> <br /> 1.1 It is the general purpose of the parties to this Agreement to <br />establish an organization to'jointly and cooperatively develop a Watershed <br />I~anagement Plan and a Capital Improvement Program for the follo~'ino~ reasons: <br />lo preserve and use natural water storage and retention systems in order to <br />fa) reduce to the greatest practical extent the public capital expenditures <br />necessary to control excessive volumes and rates of runoff; (b} improve <br />water quality; (c} prevent flooding and erosion from surface flows; <br />proenote groundwater recharge; (e) protect and enhance fish and wildlife <br />habitat and water recreational facilities; and (f) secure the other benefits <br /> <br /> <br />
