ORD~ t85-2 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />An Ordinance promoting the health, safety and general welfare of <br />the citizens of Ramsey, Mirmesota, by amending the zoning chapter <br />of the City Code, adopting new sections and creating an <br />enviroanental permit. <br /> <br />SECTION ! <br /> <br />Chapter 170.01 of the Code of the City of Ramsey <br />is hereby amemted by adding the following section. <br /> <br />170.0112 ENVIRfIqMENTAL PRfTIF_L~ION <br /> <br />170.0112A Findings and Purpo_ se <br /> <br />a) <br /> <br />Statutory Authorization: This ordinance is adopted <br />pursuant to th e authorization contained in the Laws <br />of Minnesota 1973, Chaper 379, and in furtherance <br />of the policies declared in Minnesota Statutes <br />1976, Chapters 104, 105, 115, 116 and 462. <br /> <br /> b) Policy: The uncontrolled use of shorelands of the <br /> City of Ramsey affects the public health, safety <br /> and general welfare not only by contributing to <br /> pollution of public waters, but also by impairing <br /> the local tax base. Therefore, it is in the best <br />I interest of the public health, safety and welfare <br /> to provide for the wise development of shorelands <br /> <br /> of public waters. ~l~e Legislature of Minnesota has <br />I delegated responsibility to the municipalities of <br /> the state to regulate the subdivision, use and <br /> develolmmnt of the shorelands of public waters and <br />i thus preserve and enhance the quality of surface <br /> waters, preserve the economic and natu{al environ- <br /> mental values of shorelands, and provide for the <br /> <br />wise utilization of waters and related land <br />resources, responsibility hereby recog- <br /> This <br /> is <br /> <br />The City Council of the City of Ramsey finds that <br />the Mississippi River Corridor within the City of <br />Ramsey is a unique and valuable local, state, <br />regional and national resource. The river is an <br />essential element in the local, regional, state <br />and national transportation, sewer and water and <br />recreational systems and serves important <br />biological and ecological functions. The pre- <br />vention and mitigation of irreversible damage to <br />this resource and the preservation and enhancement <br /> <br /> <br />
